Illegal Colleges/Univs. offering Illegal courses to students

Getting a student Visa is piece of cake now a days. Find any Uni enroll into any course (English Language would be the easiest) come into UK finish course and then apply for another legal Visa via legal route and settle down in this country and be happy for rest of life.
Seems easy getaway.
Few months back there was another breaking news on Ch 4 showing Russian Mafia operting illegal colleges and offering courses to students.
Woudl it end anytime?
I just wonder how such illegal institutions exit in this country which has got strict rules, regulations and an EXCELLENT way to control (Big Brother watching) the life?
